Urban Parliament [Lisbon]: An infrastructure to discuss the city as equals

The Urban Parliament arrives in Lisbon as part of MEDS Reaction Lx 2013, as an infrastructure for communication, encounter and the collective production of urban knowledge.

The project is part of Zuloark’s research around the Universal Declaration of Urban Rights and materialises one of its central ideas: to open spaces where the city can be discussed under equal conditions by all those who take part in making it.

The Urban Parliament seeks to activate the critical perspective of the workshop participants, creating a shared place to discuss urban space among institutions, communities, residents, associations, architects, artists and other agents involved in the transformation of the city.

In Lisbon, the parliament takes the form of an octagonal wooden structure, collectively built by the participants. It is organised into six trapezoidal pieces with two levels of benches, leaving two sides open as the entrance into the structure. Rather than a closed object, it works as an available device: a place to gather, discuss, listen and take position.

During MEDS Reaction Lx, the Urban Parliament is activated as a meeting point for participants, tutors and the Graça neighbourhood community group. The project is developed together with Warehouse, MEDS Reaction Lx and a team of local collaborators.
